Charles E. Countee, President – Mr. Countee has more than 30 years of experience in financial and administrative systems analysis, information technology systems development, testing and implementation, and municipal and Federal program planning, management and evaluation. He was a partner in Walker & Company, LLP, a principal in Thompson Cobb Bazilio & Associates, PC, and a manager with Deloitte & Touche, Coopers & Lybrand and Bert Smith & Company. He is a Certified Management Consultant and a Certified Government Financial Manager.

Mr. Countee received his BA at Stanford University and was a National Science Foundation Fellow in Probability and Statistics at Morgan State University. He performed graduate work at the University of California, Berkeley, and at the University of San Francisco School of Law. He is a member of several professional organizations: Association of Government Accountants, National Association of Black Accountants, Institute of Internal Auditors, Information Systems Audit and Control Association, Institute for Management Consulting and Association of Certified Fraud Examiners.


George L. Cato - Mr. Cato received a BA in Economics from Morehouse College and an MBA in Finance from Clark Atlanta University. He has more than 29 years financial management and business development experience, including senior executive project management, business plan development, financial statement preparation, cash flow projections, financial and operational audits, and merger and acquisition due diligence. He was a Consulting Director at Thompson Cobb Bazilio & Associates, CFO for the DC Department of Mental Health, and performed CFO functions for healthcare and other private companies in the DC area. He is a Certified Healthcare Financial Professional (CHFP) and a Certified Medical Practice Executive (CMPE). For 23 years, he has been owner and operator of a Washington real estate investment and property management company.


Richard A. Monteilh - Mr. Monteilh holds a BA from Grand Canyon College, an MA in Urban Administration from Occidental College, and received Fellowships in Public Administration from Yale University and Harvard University. After serving as a consultant for Booz, Allen, Hamilton, LLP, he served in state and local governments in Olympia, WA, Savannah, GA and Atlanta, GA. He then served three terms as Chief Administrative Officer for Newark, NJ, where he stabilized the city's tax rate, directed a comprehensive multiyear capital improvement program and developed a major downtown sports arena. Mr. Monteilh also directed the Metropolitan Atlanta Olympic Games Authority, developing critical infrastructure that improved blighted areas of Atlanta, and directed the DC Department of Housing and Community Development. Mr. Monteilh is a member of numerous professional associations.
